Regarding the chip found on the floor. I believe that in Vegas, the law states that the chip would belong to the casino. The same applies to tito tickets left in any slot machine. That's what I heard, but I may be wrong

The feedback we're getting seems to indicate that lost chips or unplayed credits are considered lost property in most jurisdictions. Supposedly the casinos treat them like anything else in their lost and found: They try to find the rightful owners.
